Agency Scorecards
Which agencies keep appearing in the fraud record, which inspector-general recommendations they leave open, and how much money gets recovered — scored from published data, not impressions.
The methodology
- Repeat offenders
- Agencies and programs that recur in IG reports, GAO findings and DOJ filings — counted from the published record, including the entries on this site's Fraud Ledger.
- Open IG recommendations
- Recommendations inspectors general have made that remain unimplemented, tracked from the IGs' own published recommendation records.
- Recovered amounts
- Restitution ordered, assets seized and settlements reached — stated only where a primary source states the figure, and never netted or estimated by this desk.
- Improper-payment rate
- Each program's improper-payment estimate as reported through GAO — context for scale, labelled as an estimate, never as fraud.
Where the scorecards stand
Scorecards in preparation — methodology first. Rankings will be published only from published IG and GAO data, under the methodology above. No scores are shown yet, and none will be estimated, modelled or borrowed from other outlets' ratings. When the first scorecard is ready, every number on it will link to the document it came from.
